Supporting Veterans at the West Los Angeles VA Campus

Since the very beginning of the Care, Treatment and Rehabilitative Services (CTRS) program in 2020, Supply Chain Management (SCM) has been proud to serve as the primary provider of services for this vital initiative supporting Veterans experiencing homelessness.

When CTRS first began—during the height of the COVID-19 pandemic—the site consisted of tents on the ground. SCM was there from day one, helping to build and maintain a safe, organized environment as the program grew into what it is today: a structured, secure community of individual pallet shelters, with expanded infrastructure, healthcare access, and wrap-around support services led by the VA Greater Los Angeles Healthcare System (VAGLAHS).

Our Role

SCM provides essential grounds maintenance, custodial, and facilities support services at the CTRS site, ensuring the environment remains clean, safe, and dignified for every Veteran who calls it home—no matter how temporary.
Our work includes:

  • Daily janitorial and sanitation support
  • Grounds maintenance and debris removal
  • Waste management and recycling
  • Coordination with VA staff, contractors, and property monitors
  • Rapid response to safety and facility concerns
  • Support for infrastructure improvements and ongoing site upgrades

By maintaining these standards, SCM helps the VA uphold its commitment to providing Veterans with a secure and stable living environment as they transition toward permanent housing.

About the CTRS Program

The CTRS program, part of the VA’s Community Engagement and Reintegration Service (CERS), offers high-risk, unhoused Veterans comprehensive care—connecting them to healthcare, social services, and housing solutions.

Launched in April 2020, CTRS has served as a national model for harm-reduction housing and Veteran reintegration. Following major site improvements in recent years—including the installation of fire-safety systems, new access roads, and monitored bike-charging stations—the program continues to evolve to meet Veterans’ needs in a safe, rehabilitative environment.
